Constantly getting error IEUSER.EXE corrupt

Whenever I open Internet Explorer the following error is displayed:
IEUSER.EXE - corrupt c:\users\owner\appdata\local\microsoft is corrupt and unreadable - please run the chkdsk utility.
Technicians where I purchased this laptop are unable to find a problem.  How do I resolve this and what does it mean?
